CXA founder's new Covee bets AI can free brokers from benefits admin

Rosaline Chow Koo's third act, Covee, is a Singapore insurtech betting that AI can shoulder benefits administration while brokers keep the judgment calls.

Rosaline Chow Koo, the entrepreneur who turned CXA Group into one of Asia's bigger employee benefits players, has unveiled a fresh venture: Covee. The Singapore-headquartered startup is building an AI platform that absorbs the back-office grind of administration, the sort of work that quietly swallows a broker's day. It is, by her own framing, a third run at the same problem.
Koo started CXA in 2013 and steered it to around 500 corporate accounts covering a million employees. She offloaded the brokerage arm in 2021, then wound the business down in 2025. Covee arrives with her alongside two former CXA colleagues whose backgrounds span consumer fintech and platform engineering at large technology companies.
The product ships with separate portals for employers, staff and brokers, with predictive analytics layered over the top. Its centrepiece, the Member Wallet, gives workers employer-funded spending power for preventive care that ordinary insurance policies will not cover. Covee is already operational.
Its target is boutique brokerages without the engineering muscle to build automation in-house. The wager is narrow but sensible: let software chew through repetitive paperwork while humans retain the judgment calls. That is a friendlier pitch than the usual story about technology eating the intermediary.
Why it matters for Singapore: Covee sits comfortably inside the city-state's drive to push AI into everyday business processes, particularly at smaller firms that would never build such tooling themselves. As a regional financial and insurance hub, Singapore pairs dense broker activity with a policy climate that rewards automation, which makes this kind of adoption play plausible rather than aspirational. Whether Covee scales or stalls, it is another live test of whether the local insurtech scene can convert AI ambition into paying customers.
