When Singapore hands out defence scholarships, it is usually reading the room for where the next decade of threats will come from. At this year's Defence Scholarship Award Ceremony at the Temasek Club, the message was unmistakable: the armed forces want people who can do AI as much as people who can command ships. One hundred and one scholarships went out on Aug 12, spanning SAF, DSTA and Public Service Commission schemes — and the two faces the ceremony put forward both came from the tech side of defence.

SAF Engineering Scholarship recipient Choo Le Xuan, 19, is heading to Imperial College London to study mechanical engineering, with her sights set on becoming a naval warfare systems engineer — a path she chose after an internship with the Republic of Singapore Navy's engineering and logistics department showed her how innovation keeps platforms operational. Her journey included overcoming a medical classification hurdle: initially graded PES E9 because of an autoimmune condition, she worked her way up to PES B1. Alongside her, DSTA scholar Tan Ee Shan, 19, will study computer science at Stanford after ChatGPT first sparked her interest in AI and a DSTA internship on robot navigation convinced her she wanted to build machines that handle unfamiliar environments. She also co-founded SheCodes, a community getting more girls into tech.

Defence Minister Chan Chun Sing set the tone in his speech, telling the recipients to master emerging technologies and develop new operational concepts that can "surprise and outmanoeuvre potential threats before they even arise". The composition of this year's cohort — 43 DSTA scholarships, the largest single category, against 10 SAF scholarships — reflects a defence establishment that increasingly treats software, AI and engineering as first-class warfare domains rather than support functions.

The shift mirrors what is happening across Singapore's public sector, from GovTech's AI deployments to the SAF's growing interest in everything from quantum computing to autonomous systems. A scholarship pipeline weighted toward science and engineering is how a small country with no strategic depth buys optionality: talent that can pivot between building a naval platform and building an AI model.

Why it matters for Singapore: Defence is quietly becoming one of Singapore's bigger AI employers, and these scholarships are the early-stage funnel for that workforce. A 43-strong DSTA cohort in particular suggests the agency is staffing up for a future where machine learning, sensor fusion and autonomous platforms are core military capabilities. For anyone watching Singapore's AI talent pool, the defence scholarship numbers are worth tracking as a leading indicator of where its best young engineers are being pointed.
