Singapore's land scarcity has long been a headwind for data centre growth, but a new approval for Seatrium's floating data centre concept suggests one way around the constraint. Seatrium has received Approval in Principle from Bureau Veritas Marine & Offshore for its 30 MW self-powered Floating Data Centre concept — a jetty-moored, non-propelled barge housing six independent 5 MW "Data-in-a-Box" modules. Each module integrates IT equipment, cooling systems, power distribution, and supporting infrastructure, effectively turning a barge into a data centre.
The approval validates Seatrium's proprietary Data-In-A-Box SeaDC solution, which uses modular construction, natural seawater cooling, embedded power generation, and flexible offshore siting to provide scalable, relocatable computing capacity. The concept is explicitly designed to serve AI, cloud, and digital infrastructure workloads, which demand dense compute power and efficient cooling — exactly the resources that Singapore's tropical climate and limited land make hardest to deliver onshore. Seatrium is also developing floating data centre solutions of 100 MW and above, expanding beyond the 30 MW reference design to support hyperscale deployments.
The timing is significant. Singapore's data centre moratorium was lifted in 2023 but new capacity remains tightly controlled, with the government prioritising energy-efficient and green-certified facilities under the Data Centre — Call for Application framework. Floating data centres offer an alternative pathway that doesn't compete for industrial land. By using seawater for cooling and locating offshore, these facilities sidestep some of the energy and water constraints that have limited onshore expansion. The approval follows a strategic memorandum of understanding signed between Seatrium and Bureau Veritas during Singapore Maritime Week earlier this year.
Seatrium's move into floating data centres also reflects a broader shift in how Singapore is positioning itself for the AI infrastructure buildout. With neighbouring Malaysia and Indonesia aggressively courting hyperscale data centre investments, Singapore's ability to offer innovative space solutions — including offshore and floating options — could help it retain its position as Southeast Asia's premier digital hub. The 30 MW reference design is modest compared to hyperscale campuses, but the pathway to 100 MW+ shows the ambition.
Why it matters for Singapore: Floating data centres won't replace land-based facilities, but they offer a meaningful supplement for a city-state running out of usable land for digital infrastructure. Seatrium's concept, validated by a major classification society, moves the idea from concept toward commercial reality. For Singapore's AI ambitions, every megawatt of compute capacity matters — and solutions that don't consume precious industrial land represent a strategic advantage that few competing hubs can match.
