Singapore's Ministry of Trade and Industry has put hard numbers behind a question that has dominated the city-state's AI conversation: what does adoption actually do to jobs? Its new firm-level study finds that first-time AI use is associated with a 4% increase in total employment in the first year of adoption, rising to 8% a year later — evidence that, at least in the early innings, AI has been a hiring accelerant rather than a headcount cutter.
The study, published by MTI this week, tracked firm-level effects of AI adoption on employment, revenue and productivity across Singaporean companies. Beyond the headline employment gains, it found initial AI use tied to a 7% revenue increase in year one, climbing to 16% one year post-adoption. The employment effects, however, are not evenly distributed: early gains are concentrated among local higher-earners, mid-career workers and skilled foreign professionals, before broadening across wage and age groups as firms deepen their AI capabilities.
The report lands in a nervous labour market — recent Robert Walters research found 48% of Singapore-based employees worried that AI adoption carries a risk of job displacement through automation. MTI's findings push back gently on that anxiety, suggesting that any separations that occur during adoption are outweighed by new hiring, and noting that AI tends to automate specific tasks rather than entire jobs, freeing workers to focus on complementary work. Tellingly, the study found no statistically significant gains in productivity or profit over the four-year window — measured gains may only emerge after complementary investments and adjustments are embedded in firms' processes.
There is an important caveat: the data runs only to 2024, which the report itself flags as capturing the early impact of AI diffusion. It does not yet reflect agentic AI or the current wave of enterprise adoption — meaning the next iteration of this research could tell a materially different story about jobs. For policymakers, the study strengthens the case for the training-first strategy Singapore has bet on, arguing that realising AI's economic benefits requires workforce policy focused on job transformation and moving workers toward AI-complementary tasks.
Why it matters for Singapore: The MTI study is the first rigorous government-backed answer to the displacement question, and it validates the logic behind Singapore's reskilling machinery — SkillsFuture, workforce transformation programmes and the broader push to pair AI adoption with worker redeployment. For employers, it is a data point that adoption and headcount can grow together; for workers, the concentration of early gains among higher earners and mid-career professionals is a reminder that the distribution of AI's benefits will depend on how quickly training keeps pace.
