Singapore's construction sector is heading into one of its busiest years in recent memory — the Building and Construction Authority is projecting demand of between S$47 billion and S$53 billion in 2026 — yet the firms doing the building are hesitating on the one technology that could make the workload manageable. The gap between a booming pipeline and cautious adoption is the quiet story of the industry's year so far.

A new industry survey lays the tension bare: 31% of Singapore construction firms now cite implementation cost as a barrier to adopting AI, more than double the 15% global average. That caution echoes Singapore's inaugural national report on AI adoption, which found more than 70% of firms across the economy have yet to deploy AI in any meaningful way — even as over 70% of the companies that did adopt it reported productivity gains.

The hesitation is understandable but risky. Contractors have spent two decades watching digital tools arrive with grand promises only to bolt on extra administrative work, because each system ran independently of the others. The industry is wary of repeating that cycle. But the nature of the work is changing: projects are larger, more data-intensive, and increasingly expected to hit productivity targets that manual coordination can no longer reach. McKinsey's latest analysis argues the next wave of AI value in architecture, engineering and construction will come not from isolated point tools but from redesigning end-to-end workflows — the document-heavy, coordination-heavy processes that quietly consume thousands of hours on every project.

For Singapore firms, the real cost question may be inverted. Upfront implementation expenses are visible; the price of staying on inefficient workflows is not. With labour scarce and margins under pressure from inflation and financing costs, contractors who treat AI as an avoidable line item risk watching better-organised competitors win the projects that demand faster, cleaner information flow. The practical path forward is modest: fix the highest-frequency bottlenecks first — information retrieval, document production, stakeholder coordination — and measure outcomes rather than tool count.

Why it matters for Singapore: Construction is one of the sectors Singapore most needs to lift productivity, and the government has made digitalisation, robotics and Integrated Digital Delivery explicit parts of the industry's long-term transformation. The survey suggests the barrier is less about technology maturity and more about change management — leadership commitment, staff training and governance.
