Singapore's defence establishment has spent the past year turning its AI ambitions into structured programmes rather than pilot-picking by instinct. The clearest sign yet arrived this week: an international challenge co-run by Singapore's Ministry of Defence and France's defence AI agency has picked its first winner, and the choice says a lot about where both countries think military AI is heading.

Clika, a Korean startup specialising in lightweight AI model optimisation, was announced on Aug 10 as the sole final awardee of the AI Joint Challenge. The programme is jointly organised by Cap Vista — the strategic venture investment arm of Singapore's Defence Science and Technology Agency (DSTA) — the Future Systems & Technology Directorate (FSTD) under MINDEF, and the Ministerial Agency for Defence AI (AMIAD) under France's Ministry of Defence. Clika won the track on optimising deployable AI under constraints, a category that demands models keep performing in the field despite strict size, weight and power (SWaP) limits. The win converts into a pilot project with real on-site impact.

The challenge was built around three operational problems: anomaly detection in data, deployable AI optimisation under SWaP constraints, and safe autonomous systems in complex environments. Clika's answer is its ClikaRT runtime, which automatically deploys compressed models across heterogeneous hardware — GPUs running CUDA or Vulkan, x86 and ARM64 CPUs, and NPUs — so AI can run in real time on devices with scarce compute. That is precisely the kind of capability militaries need for vehicles, drones and field terminals where a cloud connection cannot be assumed.

The selection of a Korean startup over domestic bidders is notable. It signals that Singapore and France are running these programmes as genuine global competitions, not as vehicles for local vendors, and that edge AI has moved to the top of the defence agenda. It also deepens the Singapore-France defence technology relationship, which has been expanding steadily through exercises and joint R&D in recent years.

Why it matters for Singapore: For a country without a large defence-industrial base, Singapore's approach has been to act as a smart buyer and testbed — funding promising technology early through Cap Vista and validating it in real operational settings. Clika's pilot will run through that exact pipeline, giving MINDEF a working reference for how AI can survive battlefield constraints. For Singapore's wider AI ecosystem, it reinforces a message already visible in the civilian sector: the next wave of AI value is in deployment on resource-constrained devices, not just in bigger models, and Singapore is actively courting the startups building that layer.
